| 11.1 | Quality assurance | The State Statistical Committee implements the quality management system in accordance with the international standard ISO 9001. In 2013 the external audit of the quality management system was conducted in the State Statistical Committee, and in August of the same year for the first time ISO 9001:2008 international certificate of conformity was obtained in the direction of "Production and dissemination of official statistical data". After a major change of the international standard in 2015, all documents of the quality management system were redesigned in accordance with the requirements of the international standard ISO 9001:2015. According to the results of certification audit conducted on March 09-10, 2017, the apparatus of The State Statistical Committee and 13 local statistical offices where QMS is applied, and then the apparatus of the State Statistics Committee according to the results of recertification audit conducted on March 02-06, 2020 and another 17 local statistical offices where QMS is applied, then according to the results of recertification audit conducted on February 13-17, 2023, the apparatus of the State Statistics Committee and 45 local statistical offices where QMS "Production and dissemination of official statistical data" is applied, have received the international certificate of conformity 9001:2015 in the direction of "Production and dissemination of official statistics" (https://stat.gov.az/menu/2/quality/az/sertifikat_ISO_9001_2015.pdf ). Since 2012 the General Statistical Business Process Model (GSBPM) is applied for standardization of statistical production. |
| 11.2 | Quality assessment | Internal audit is carried out in all departments under the annually approved audit program. Audit teams are set up to conduct audits, with each department covered by an individual audit plan. In the State Statistics Committee, internal monitoring of quality properties is a centralized function performed by an authorized structural unit (Quality management and metadata); an integrated (generic) analysis of the audit findings is then annually submitted to the SCC leadership. Before any audit, members of the audit team (auditors) are trained by the principal auditor and at the corresponding workshops no less than once a year. As regards the activity of the State Statistics Committee, compliance with ISO 9001:2015 (Quality management systems – Requirements) international standard is a strong point. On the contrary, the unfinished transition to e-documentation and parallel paperwork activities could give rise to weak points, precisely an increased workload or slow adaptation to the requirements of new standards. |

| 13.1 | Overall accuracy | The draft sample statistical survey covers all regions of the country (urban, rural). The sampling plan is based on a 1 percent ratio of the number of households in the regions. Representativeness is ensured in all regions of the country. Sampling is a two-step, random process using the SPSS software package. The efficiency (design effect) of the project is calculated on the basis ofsampling (in the first stage according to the number of households, in the second stage according to the size of the family). Quantitative and qualitative indicators are evaluated. |
| 13.2 | Sampling error | The statistical characteristics of the general sample on the sampling basis (average quantity, standard deviation, variance, coefficient of variation, standard error of the sample mean, stability coefficient, etc.) are calculated. | 18.1 | Source data | Preliminary data are generated through a survey of selected household members aged 15 and over on the basis of a quarterly labour force survey. The examination is carried out on the basis of two stages. The first step is to identify the counting points involved in the selection. These polling stations are selected at random within each district. The polling stations involved are updated every year. The sample size for the survey is 1 percent of the total number of households in the country as of January 1 of each year. This sample size is distributed proportionally to the cities and villages of the country's economic and administrative regions, and a selection plan is drawn up. Based on this plan, the sample number is calculated in proportion to the polling stations, and according to the determined number, households are selected in a simple random way separately for each city and village within each district. A district list of households involved in the sampling is being compiled. The list includes the area code, name, counting station number, name, surname and address of the head of the household. The rotation method is applied from the second quarter of each year. Thus, 25 percent of the sample volume is replaced with new ones every quarter. |
